This often happens when you install a third party defragmenter like Diskeeper, then on uninstalling, it does not restore the built in one correctly. It did work for me after installing and uninstalling diskeeper server 7.0. God Bless. I changed it to that and restarted and it works prefectly! You need to re-register the defragmenters snap-in files, and the basic registry entries.
